OUTLINE OF ROMANS

Rom 1:16 For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek. Rom 1:17 For therein is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith.

Rom 3:21 But now the righteousness of God without the law is manifested, being witnessed by the law and the prophets; Rom 3:22 Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference: Rom 3:23 For all have sinned, and come short of the glory of God; Rom 3:24 Being justified freely by his grace through the redemption that is in Christ Jesus: Rom 3:25 Whom God hath set forth to be a propitiation through faith in his blood, to declare his righteousness for the remission of sins that are past, through the forbearance of God;

Part One: The Revelation of the Righteousness of God (1:1-8:39)

I. Introduction............................. 1:1-17

Rom 1:1 Paul, a servant of Jesus Christ, called to be an apostle, separated unto the gospel of God,

Rom 1:7 To all that be in Rome, beloved of God, called to be saints: Grace to you and peace from God our Father, and the Lord Jesus Christ.

Rom 1:15 So, as much as in me is, I am ready to preach the gospel to you that are at Rome also.

II. Condemnation: The Need for God's Righteousness....... 1:18-3:20

A.  Guilt of the Gentile     1:18-32

1.      Reason for Gentile Guilt    1:18-23

Rom 1:18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;

Rom 1:19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.

2.      Results of Gentile Guilt    1:24-32

Rom 1:24 Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves:

B.  Guilt of the Jew     2:1-3:8

1.     Jews Are Judged According to Truth................ 2:1-5

Rom 2:1 Therefore thou art inexcusable, O man, whosoever thou art that judgest: for wherein thou judgest another, thou condemnest thyself; for thou that judgest doest the same things.

Rom 2:2 But we are sure that the judgment of God is according to truth against them which commit such things.

2.      Jews Are Judged by Their Works    2:6-10

Rom 2:6 Who will render to every man according to his deeds:

Rom 2:9 Tribulation and anguish, upon every soul of man that doeth evil, of the Jew first, and also of the Gentile;

3.      Jews Are Judged with Impartiality 2:11-16

Rom 2:11 For there is no respect of persons with God.

4.      Jews Do Not Obey the Law    2:17-29

Rom 2:23 Thou that makest thy boast of the law, through breaking the law dishonourest thou God?

Rom 2:24 For the name of God is blasphemed among the Gentiles through you, as it is written.

Rom 2:29 But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.

5.      Jews Do Not Believe the Oracles ... 3:1-8

Rom 3:1 What advantage then hath the Jew? or what profit is there of circumcision?

Rom 3:2 Much every way: chiefly, because that unto them were committed the oracles of God.

Rom 3:3 For what if some did not believe? shall their unbelief make the faith of God without effect?

Rom 3:4 God forbid: yea, let God be true, but every man a liar; as it is written, That thou mightest be justified in thy sayings, and mightest overcome when thou art judged.

C.  Conclusion: All Are Guilty Before God..,       .. 3:9-20

Rom 3:9 What then? are we better than they? No, in no wise: for we have before proved both Jews and Gentiles, that they are all under sin;

Rom 3:10 As it is written, There is none righteous, no, not one:

III. Justification: The Imputation of God's Righteousness......... 3:21-5:21

A.  Description of Righteousness     3:21-31

Rom 3:21 But now the righteousness of God without the law is manifested, being witnessed by the law and the prophets;

Rom 3:22 Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference:

B.  Illustration of Righteousness     4:1-25

1.  Abraham's Righteousness Apart from Works............... 4:1-8

Rom 4:1 What shall we say then that Abraham our father, as pertaining to the flesh, hath found?

Rom 4:2 For if Abraham were justified by works, he hath whereof to glory; but not before God.

Rom 4:3 For what saith the scripture? Abraham believed God, and it was counted unto him for righteousness.

2.  Abraham's Righteousness Apart from Circumcision............... 4:9-12

Rom 4:11 And he received the sign of circumcision, a seal of the righteousness of the faith which he had yet being uncircumcised: that he might be the father of all them that believe, though they be not circumcised; that righteousness might be imputed unto them also:

3.  Abraham's Righteousness Apart from the Law............... 4:13-15

Rom 4:13 For the promise, that he should be the heir of the world, was not to Abraham, or to his seed, through the law, but through the righteousness of faith.

4.  Abraham's Righteousness Was by Faith............... 4:16-25

Rom 4:16 Therefore it is of faith, that it might be by grace; to the end the promise might be sure to all the seed; not to that only which is of the law, but to that also which is of the faith of Abraham; who is the father of us all,

C.  Benefits of Righteousness     5:1-11

1.      Peace with God    5:1, 2

Rom 5:1 Therefore being justified by faith, we have peace with God through our Lord Jesus Christ:

2.      Joy in Tribulation    5:3-8

Rom 5:3 And not only so, but we glory in tribulations also: knowing that tribulation worketh patience;

3.      Salvation from God's Wrath. .       . . 5:9-11

Rom 5:9 Much more then, being now justified by his blood, we shall be saved from wrath through him.

D. Contrast of Righteousness and Condemnation.................... 5:12-21

Rom 5:18 Therefore as by the offence of one judgment came upon all men to condemnation; even so by the righteousness of one the free gift came upon all men unto justification of life.

Rom 5:21 That as sin hath reigned unto death, even so might grace reign through righteousness unto eternal life by Jesus Christ our Lord.

IV. Sanctification: The Demonstration of God's Righteousness........ 6:1-8:39

A. Sanctification and Sin......................... 6:1-23

1.  Believer's Death to Sin in Principle............... 6:1-14

Rom 6:11 Likewise reckon ye also yourselves to be dead indeed unto sin, but alive unto God through Jesus Christ our Lord.

2.  Believer's Death to Sin in Practice..                ..6:15-23

Rom 6:18 Being then made free from sin, ye became the servants of righteousness.

B.  Sanctification and the Law     7:1-25

1.      Dead to the Law but Alive to God   7:1-6

Rom 7:6 But now we are delivered from the law, that being dead wherein we were held; that we should serve in newness of spirit, and not in the oldness of the letter.

2.      Law Cannot Deliver from Sin    7:7-25

Rom 7:10 And the commandment, which was ordained to life, I found to be unto death.

Rom 7:11 For sin, taking occasion by the commandment, deceived me, and by it slew me.

Rom 7:24 O wretched man that I am! who shall deliver me from the body of this death?

Rom 7:25 I thank God through Jesus Christ our Lord. So then with the mind I myself serve the law of God; but with the flesh the law of sin.

C.  Sanctification and the Spirit     8:1-39

1.  The Spirit Delivers from the Power of the Flesh.......... 8:1-11

Rom 8:2 For the law of the Spirit of life in Christ Jesus hath made me free from the law of sin and death.

2.  The Spirit Gives Sonship    8:12-17

Rom 8:14 For as many as are led by the Spirit of God, they are the sons of God.

3.   The Spirit Assures of Future Glory..................... 8:18-30

Rom 8:18 For I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us.

4.  The Spirit Assures of Final Victory..................... 8:31-39

Rom 8:37 Nay, in all these things we are more than conquerors through him that loved us.

Rom 8:38 For I am persuaded, that neither death, nor life, nor angels, nor principalities, nor powers, nor things present, nor things to come,

Rom 8:39 Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord.

Part Two: The Vindication of the Righteousness of God (9:1-11:36)

I. Israel's Past: The Election of God............................. 9:1-29

A.  Paul's Sorrow     9:1-5

Rom 9:2 That I have great heaviness and continual sorrow in my heart.

Rom 9:3 For I could wish that myself were accursed from Christ for my brethren, my kinsmen according to the flesh:

B.  God's Sovereignty     9:6-29

Rom 9:14 What shall we say then? Is there unrighteousness with God? God forbid.

Rom 9:15 For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.

Rom 9:16 So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy.

II. Israel's Present: The Rejection of God............ 9:30-10:21

A.  Israel Seeks Righteousness by Works  9:30-33

Rom 9:31 But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness.

Rom 9:32 Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone;

B.  Israel Rejects Christ     10:1-15

Rom 10:1 Brethren, my heart's desire and prayer to God for Israel is, that they might be saved.

Rom 10:2 For I bear them record that they have a zeal of God, but not according to knowledge.

Rom 10:3 For they being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.

Rom 10:4 For Christ is the end of the law for righteousness to every one that believeth.

C. Israel Rejects the Prophets........................ 10:16-21

Rom 10:16 But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report?

Rom 10:20 But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me.

Rom 10:21 But to Israel he saith, All day long I have stretched forth my hands unto a disobedient and gainsaying people.

III. Israel's Future: The Restoration by God 11:1-36

A.  Israel's Rejection Is Not Total     11:1-10

Rom 11:5 Even so then at this present time also there is a remnant according to the election of grace.

B.  Israel's Rejection Is Not Final     11:11-32

1.      Purpose of Israel's Rejection    11:11-24

Rom 11:11 I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy.

2.      Promise of Israel's Restoration... 11:25-32

Rom 11:26 And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob:

C.  Israel's Restoration: The Occasion for Glorifying God. . . 11:33-36

Rom 11:35 Or who hath first given to him, and it shall be recompensed unto him again?

Rom 11:36 For of him, and through him, and to him, are all things: to whom be glory for ever. Amen.

Part Three: The Application of the Righteousness of God (12:1-16:27)

I. Righteousness of God Demonstrated in Christian Duties........... 12:1-13:14

A.     Responsibilities Toward God     12:1, 2

Rom 12:1 I beseech you therefore, brethren, by the mercies of God, that ye present your bodies a living sacrifice, holy, acceptable unto God, which is your reasonable service.

B.     Responsibilities Toward Society     12:3-21

Rom 12:3 For I say, through the grace given unto me, to every man that is among you, not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith.

C.     Responsibilities Toward Higher Powers...................... 13:1-7

Rom 13:1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

D.     Responsibilities Toward Neighbours .. 13:8-14

Rom 13:8 Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law.

II. Righteousness of God Demonstrated in Christian Liberties......... 14:1-15:13

A.  Principles of Christian Liberty     14:1-23

Rom 14:17 For the kingdom of God is not meat and drink; but righteousness, and peace, and joy in the Holy Ghost.

Rom 14:18 For he that in these things serveth Christ is acceptable to God, and approved of men.

Rom 14:19 Let us therefore follow after the things which make for peace, and things wherewith one may edify another.

B.  Practices of Christian Liberty     15:1-13

Rom 15:1 We then that are strong ought to bear the infirmities of the weak, and not to please ourselves.

Rom 15:5 Now the God of patience and consolation grant you to be likeminded one toward another according to Christ Jesus:

Rom 15:6 That ye may with one mind and one mouth glorify God, even the Father of our Lord Jesus Christ.

Rom 15:7 Wherefore receive ye one another, as Christ also received us to the glory of God.

III. Conclusion............................... 15:14-16:27

A.  Paul's Purposes for Writing     15:14-21

Rom 15:15 Nevertheless, brethren, I have written the more boldly unto you in some sort, as putting you in mind, because of the grace that is given to me of God,

Rom 15:16 That I should be the minister of Jesus Christ to the Gentiles, ministering the gospel of God, that the offering up of the Gentiles might be acceptable, being sanctified by the Holy Ghost.

B.  Paul's Plans for Travelling     15:22-33

Rom 15:24 Whensoever I take my journey into Spain, I will come to you: for I trust to see you in my journey, and to be brought on my way thitherward by you, if first I be somewhat filled with your company.

Rom 15:25 But now I go unto Jerusalem to minister unto the saints.

C.  Paul's Praise and Greetings     16:1-27

Rom 16:1 I commend unto you Phebe our sister, which is a servant of the church which is at Cenchrea:
